To initially set up the DIY press you would first apply threadlocker to the end of the threaded rod and then take two nuts and spin them onto the end of the threaded rod. You will then counter rotate the two nuts and bind them tightly together, this will provide you a means to stop the press from spinning.
When it comes to pulling the upper bearing race out you would first thread the nut down about 5-6 inches to allow for room to stack washers and the race you are pulling. You will then stack first the two 1/2" * 1 1/2" washers and then the 42mm specialty washer on top of the nut. Take the threaded rod and washer stack and insert it from below through the headtube until the washers meet the bottom of the bearing race. You can then either take the 1/2" * 3" washer and stack 4 of them on top of the headtube, or one of the same washer and the lower locknut from the scooter as demonstrated in the video. Finally thread the second nut above those to hold everything in place, use your second wrench on the the two nuts bound together at the bottom to hold against the rotation and use your other wrench on the top nut to begin pulling the upper race up enough to knock it out as demonstrated in the video.
For pressing the bearings back in you will set up the threaded rod differently. First set the bearing race you want to press in on the headtube. You will then slide three of the 1/2" * 3" washers onto the threaded rod, take this and insert it through the head tube of the frame with the washers resting on the bearing race. On the opposite side of the head tube slide the lower locknut of the headset onto the threaded rod ( be careful not to damage the threads ) and then your remaining 1/2" * 3" washer followed by your remaining nut. You can then press in the race as demonstrated in the video by holding the two locked nuts with one wrench and winding the nut on the opposite side of the head tube in. Once the bearing race is flush with the frame you will then need to disassemble and reassemble this set up in the same way with the difference being you will use the old bearing race to push the new race in the remainder of the way into the seat as demonstrated in the video.
